Most contractors will use 1 4 to 3 8 plywood as an an extra layer or underlayment over particle board before installing carpet. There are some sound dampening underlayments made of cork or rubber to limit noise transmission under wood or tile flooring but it sounds like you have been told no on that already so i think you may be stuck. There will be way to much flex and give even with plywood. Plain plywood often is used as the subfloor in a home and this subfloor usually is concealed with a more durable and attractive covering such as wall to wall carpeting.

Use a utility knife to trim any excess carpet from the wood surface if needed. Use a staple hammer tacker to fasten the carpet pad against the edge of the tack strip. Whether you re installing over an existing floor made from linoleum hardwood or concrete or on top of a plywood subfloor you need to inspect the surface to ensure it s ready for installation. Carpet tiles can adhere to concrete plywood or particleboard subfloors.

Apply the carpet adhesive to the plywood in an even layer with a sprayer brush or trowel. Don t even try to put flooring on top of carpet. However we highly recommend removing existing flooring. Install carpet pad so that any seams will be at right angles to those in the carpet.

Press or walk on the carpet to adhere it to the wood surface. You may achieve best. Coat the back of the carpet with adhesive if so directed by the adhesive manufacturer. Carpet can be installed over particle board.

In some cases you can also install carpet tiles over existing wood tile or vinyl flooring so long as the existing flooring is no more than an inch thick.
